"14th Five-Year Plan" industrial and information development resilience is still strong

Play the role of the main force in the new development pattern "The Party Central Committee and the State Council have always attached great importance to the development of the manufacturing industry, not only to further increase the total volume of the manufacturing industry with the development of the economy, but also to achieve high-quality development." Minister of Industry and Information Technology Xiao Yaqing said in response to a reporter's question in the "Ministerial Channel. "Maintaining the basic stability of the proportion of the manufacturing industry is a process of development, a process of long-term success and constant persistence. In this process, we should also adhere to reform and opening up. The globalization of the international industrial chain and the international division of labor are the general trend, so we must further expand opening up, deepen cooperation with all parties and achieve more international development." Xiao Yaqing said. Li Tao, deputy to the National People's Congress and director of the Henan Provincial Department of Industry and Information Technology, said in an interview with a reporter from China Electronics News that the development of industry and informatization is crucial to the "14th Five-Year Plan. "Focusing on accelerating the construction of a new development pattern with the domestic large cycle as the main body and the domestic and international double cycles promoting each other, the industry and information technology field is the focus of the contradiction between supply and demand, and the main battlefield of supply-side structural reform. Industry and information technology will definitely play the role of the main force in accelerating the construction of a new development pattern." Li Tao pointed out. Zhang Tianren, deputy to the National people's Congress and chairman of Tiineng Group, said in an interview with China Electronic News that the development achievements of China's new energy vehicles during the 13th five-year Plan period have confirmed the strong potential of China's energy vehicle market. this has increased confidence in the development of new energy vehicles during the 14th five-year Plan period. "In 2015, there were only 420000 new energy vehicles in China, which will grow to 4.92 million by 2020, a 10-fold increase in the size of the new energy vehicle market in just five years. In 2020, under the influence of subsidy retreat, epidemic changes, and continued low passenger car market sales, the national new energy vehicle sales increased by 10.9 year-on-year, showing an upward trend against the market, showing the strong potential of the new energy vehicle market." Zhang Tianren said. "During the '13th Five-Year Plan' period, we have achieved remarkable results in digital basic technology, digital core industries, and digital enabling applications. The core industries of the digital economy manufacturing industry such as integrated circuits, optical electronics, and smart terminals have accelerated their development, and the industrial Internet, Industrial software has evolved vigorously. On this basis, 5G technology will develop into a larger industry during the 14th Five-Year Plan period, and the construction of digital economy infrastructure will push to a new climax, driving the further transformation and upgrading of traditional manufacturing." Zhang Shifang, a representative of the National People's Congress and director of the Ningbo Municipal Bureau of Economics and Information Technology, was full of confidence in the development of industry and information technology in the first year of the "14th Five-Year Plan" in an interview with a reporter from China Electronics News. "By the end of 2020, China has built the world's largest 5G network, with a cumulative construction and opening of more than 710000 5G base stations. Among them, China Mobile alone has opened more than 390000 5G base stations, providing 5G services to all prefecture-level cities and some key counties in the country, and developing more than 0.165 billion 5G package customers." Zhao Dachun, deputy to the National People's Congress and deputy general manager of China Mobile, said that 5G, as a new generation of information technology, has the technical characteristics of large bandwidth, low delay, and wide connection. The integration with safe production will give birth to a large number of new industry applications and greatly improve The level of safety production informatization. "During the 14th Five-Year Plan period, China's manufacturing industry will seize the opportunity to quickly make up for its shortcomings." Szefu, member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference, chairman and party secretary of Harbin Electric Group Corporation, said when answering questions from reporters in the committee channel. According to Szef, China's manufacturing industry has ranked first in the world for 11 consecutive years, and it is commendable in many industries. For example, construction machinery is very competitive in the world; the manufacturing capacity and manufacturing level of hydropower, thermal power and nuclear power are all world-class. Take Harbin Electric Power Group as an example, it has made great strides out of the country and competed with major global companies. Miao Wei, member of the CPPCC National Committee and deputy director of the Economic Committee of the CPPCC National Committee, said that promoting the high-quality development of the manufacturing industry is a major strategic task in China's economic development at present and in the future. In the process of fighting the new coronary pneumonia epidemic, China's complete manufacturing system has played an important role, once again proving the importance of manufacturing to the development and security of large countries. We must further emphasize the strategic position and role of the manufacturing industry, pay close attention to the high-quality development of the manufacturing industry, keep the proportion of the manufacturing industry basically stable, speed up the pace of building a manufacturing power, protect China's most complete industrial system, enhance the independent and controllable ability of the industrial chain supply chain, and protect the family property accumulated over the past decades. New Energy Vehicles and Industrial Internet Become New Growth Points As for which sub-sectors of industry and informatization will become new growth drivers during the "14th Five-Year Plan" period, the deputies and committee members gave their own judgments based on their respective fields. In recent years, China has vigorously developed new types of infrastructure, including information infrastructure, integration infrastructure and innovation infrastructure, and the deputies believe that under the east wind of new infrastructure, industries such as electronic information, equipment manufacturing industry, new energy vehicles and industrial Internet will take the lead in breaking the situation. "China began last year to accelerate the layout of new infrastructure. During the '14th Five-Year Plan 'period, the industrial and information technology sector will continue to accelerate the construction of new infrastructure such as 5G, industrial Internet and big data centers. Under this premise, the electronic information and equipment manufacturing industry will take the lead in breaking the situation and achieve a good start." Pan Baochun, a representative of the National People's Congress and chairman of Hefei Rongshida Electronics Group Co., Ltd., said in an interview with a reporter from China Electronics News. Li Tao believes that during the "14th Five-Year Plan" period, the industrial and information fields are most likely to promote the deep integration of the two, the integration of large and medium-sized enterprises, the strategy of expanding domestic demand, the promotion of the manufacturing industry to the middle and high end of the value chain, and the expansion of high-level opening to the outside world. Take the lead in breaking the situation. Li Tao pointed out that in recent years, my country has continued to increase the construction of new infrastructure such as 5G, industrial Internet, and big data centers, promote the digital transformation of existing infrastructure, build a new generation of information infrastructure application ecology, and promote a new generation of information technology and manufacturing. In-depth integration, promote intelligent manufacturing and green manufacturing, cultivate and develop new service-oriented manufacturing formats and new models, and accelerate progress to the middle and high end of the industrial value chain. Therefore, it is expected to take the lead in promoting digital industrialization and industrial digitization. In addition, with the further expansion of information consumption and new consumer demand such as smart home appliances and smart terminals, it is also expected to take the lead in developing new consumer goods that adapt to consumption upgrades, expanding manufacturing equipment updates and technological transformation investment. Zhang Tianren believes that during the "14th Five-Year Plan" period, the new energy automobile industry has the strength to take the lead in breaking the situation. He pointed out that new energy vehicles will continue to develop in full swing: in terms of market demand, the demand for new energy vehicles in megacities with purchase restrictions will continue to strengthen, and the sinking market potential at the county and township level will also be gradually tapped. "Favorable policies will not only promote the development of the new energy vehicle market, but also reflect the importance of improving the infrastructure of new energy vehicles, which is very beneficial to the overall development of the industry." "If done well, China will form its own differentiated competitiveness in 3 to 5 years." Zhou Yunjie, deputy to the National People's Congress and president of Haier Group, said in an interview with China Electronic News. He believes that China in the consumer Internet, including mobile payment, should be said to be in the forefront of the world. In the field of industrial Internet, China still has such advantages. The "Industrial Internet Innovation and Development Action Plan (2021-2023)" recently issued by the Ministry of Industry and Information Technology is very close to the current situation of China's industrial Internet development. Li Jinbo, a representative of the National People's Congress and director of the Midea Group Innovation Center, said in an interview with China Electronics News that during the "14th Five-Year Plan" period, the industrial Internet will support the construction of a manufacturing power and a network power, improve the modernization of the industrial chain, and promote high-quality economy. Development and construction of a new development pattern are of great significance. In particular, the application industry based on the industrial Internet platform has great prospects in empowering smart cities, intelligent transportation, and government management. Using the advantages of "internal circulation", the market size is expected to reach trillion yuan. Scientific and technological innovation to create new momentum of industrial development the "14th five-year plan" had a good start. what should social subjects such as enterprises do? all sectors of society started a heated discussion around this issue. People from all walks of life have affirmed the important role of scientific and technological innovation in achieving a good start to the 14th Five-Year Plan. "This year is the first year of the 14th five year plan. To achieve high-quality development, we can not do without the efficiency improvement brought about by scientific and technological innovation." Liu Wei, member of the National Committee of the Chinese People's Political Consultative Conference and chairman and CEO of Jiadu Technology, said that looking forward to the "14th Five-Year Plan", areas such as autonomous driving and smart cities are expected to accelerate development. This requires scientific and technological workers to work hard on basic research, basic technology and bottom-level innovation. "China urgently needs to improve the independent innovation system of science and technology, and effectively enhance the original innovation ability. Science and technology workers should pay more attention to independent innovation and achieve more breakthroughs from '0' to '1." Hao Yue, member of the CPPCC National Committee and academician of the Chinese Academy of Sciences, said in a speech at the video conference of the fourth session of the 13th CPPCC National Committee. He suggested that during the "14th Five-Year Plan" period, the deployment of scientific and technological innovation should be comprehensively strengthened in the core key areas related to the country's long-term competitiveness. For long-term goals, the formation of a systematic layout and forward-looking reserve technology. Zhou Hongyi, a member of the National Committee of the Chinese People's Political Consultative Conference and chairman of 360 Group, said that during the "14th Five-Year Plan" period, digital transformation ushered in important opportunities. Enterprises must give full play to their innovative initiative, accelerate the development of a new generation of information technology, and continuously consolidate the foundation of national cyber security. "Accelerating digital development is an important focus and effective path for my country to build a modern economic system and build a new development pattern." Pan Baochun believes that to maintain a strong ability of innovation, enterprises need to continue to practice internal skills, mainly reflected in two aspects. The first is to continuously promote the intelligent development of traditional industries; the second is to promote the deep integration of electronic information technology and manufacturing, and promote intelligent manufacturing and green manufacturing. "On the one hand, we should vigorously promote the construction and development of the electronic information industry chain, overcome core technologies, strengthen key links, focus on building an industrial ecological chain, and promote the highly integrated development of the electronic information industry and various industry sectors. On the other hand, we should comprehensively strengthen the construction of enterprise informatization, promote the implementation of the construction of smart factories, digital workshops and industrial data ecology, and broaden the field of industrial applications, so as to promote the high-quality development of the electronic information industry." He told reporters. Li Dongsheng, a representative of the National People's Congress and founder of TCL, said, "In terms of new display technology, we still need to work hard to change from a 'display power' to a 'display power'. The 'display power' is mainly reflected in technological progress and the development of new product technologies." Li Dongsheng said frankly in the interview that the development of new display technology and industry and the expansion of the market are more driven by technological innovation. In addition, it is necessary to strengthen the supporting capacity of the industrial chain, especially the key core materials and core equipment. "I am very excited to open the draft outline of the 14th five year plan, and four consecutive articles are related to science and technology enterprises." Lei Jun, a representative of the National People's Congress and chairman and CEO of Xiaomi Group, said that this year is the first year of the "14th Five-Year Plan". The government work report specifically emphasizes that it will continue to increase support for scientific and technological research and development, especially the emphasis on basic research and development. He is full of confidence that the country will continue to make major breakthroughs in core technologies. "As a representative of the science and technology business community, I believe that under a series of strong policy guidelines and incentives, China's science and technology industry will show stronger innovation vitality and make greater contributions to the 'high-quality development' and 'sustainable and healthy development' repeatedly emphasized in the report." In addition, Yang Yuanqing, deputy to the National People's Congress and chairman and CEO of Lenovo Group, pointed out that the construction of talent team in enterprise innovation is also very important. "Accelerating the cultivation of industrial talents and strengthening the team of engineering and technical talents will promote the sound development of industry and informatization during the '14th Five-Year Plan' period." Yang Yuanqing said, "It is hoped that through a series of policy support, the quality of vocational education can be improved, more 'purple collar' talents can be cultivated, and greater talents can be played in the new formats and new models spawned by the digital and intelligent wave, so as to support the" intelligent manufacturing in China "to move towards the middle and high end of the global value chain." "Innovation, the most important thing is to solve the problem of talents." Dong Mingzhu, deputy to the National people's Congress and chairman and president of Gree Electric Appliances, also talked about the importance of talent training to enterprise innovation. She believes that enterprises should adhere to the development path of self-cultivation of talents: "This process requires investment, capital investment and time investment. We can't do a great business overnight, it needs a process of precipitation." Dong Mingzhu said that to build a platform for young people to create innovation, so that they have time to exercise and accumulate, and finally form a virtuous circle of talent training and technological innovation.
